As mentioned in a U.S. official document, more than 10,000 Falun Gong practitioners came to the Petition Office next to the State Council of Zhongnanhai—the central headquarters of the Chinese Communist Party—to petition peacefully on April 25, 1999. It was the most peaceful protest of its size in modern Chinese history. Among other reasons, the Falun Gong practitioners appealed for the release of some practitioners detained in Tianjin city, and asked to put a stop to a media campaign that was slandering Falun Gong. They claimed their legal right to practice Falun Gong.
